Plans, develops, and direct all activities related to the formulation and analysis of the budget, including, but not limited to, building multi-year financial forecasting models and budget monitoring for all academic, administrative and auxiliary units of CSU to ensure budget processes algin with CSU goals. Providing analytical and statistical support to CSU's senior management team to assist in making sound financial business decisions that are sustainable and aligned with the strategic plan and the Board approved annual budget parameters. Assumes responsibility for the effective and efficient operations of the Budget and Financial Analysis Office. Provides daily management direction to assigned staff. Performs other functionally related duties as assigned. Minimum Qualifications

  • Bachelor's degree, preferably in finance, accounting, economics, or a related field.
  • Seven (7) years of progressive experience in budget administration, covering fund accounting and budget development and analysis.
  • Three (3) of the seven (7) years must be in a supervisory or leadership role. Preferred Qualifications
    • Master's degree, preferably in finance, accounting, economics, or a related field.
    • Government Finance Officers Association ( GFOA ) - Certified Public Finance Officer
    • Certified Public Accountant ( CPA ) license
    • Experience in non-profit, public agency or higher education setting. Knowledge, Skills, and Abilities (KSAs)
      • Extensive knowledge of budget management and academic business models.
      • Ability to build financial models and forecasts based upon assumptions derived from operational, market, and demographic trends.
      • Able to effectively assesses the feasibility of financial assumptions and projections.
      • Ability to plan and manage complex projects, provide high quality reports and analyses and responds to requests in a timely manner.
      • Ability to establish processes and behaviors compliant with regulatory requirements, accounting promulgations and policy.
      • Strong written and oral communication skills and relates to people from all backgrounds and at all levels of an organization.
      • Strong presentation skills including the ability to translate complex financial or accounting concepts for non-accounts.
      • Builds collaborative relationships across CSU , promoting a strategic, innovative, and flexible resource.
      • Ability to take ownership and pride in providing effective, efficient, customer service-oriented processes.
      • Ability to balance strategic thinking with tactical implementation; excellent change management, project management and process improvement skills; ability to respond quickly to changing business needs and priorities.
      • Ability to effectively engage with team members when issues arise to ensure appropriate communication and develop effective resolution plans.
      • Ability to manage, motivate and lead a team of professionals in a customer service-oriented framework.
      • High level of detail, sense of integrity and ability to acknowledge issues and errors with plans for mitigation.
      • Proficient in Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint. Ability to utilize an Enterprise Resource Planning ( ERP ) System.
